No, it doesn't mean that.  A x.0 does mean some major upgrade,  a x.1
release simply means an upgrade to a x.0 release, and a x.2 release is
simply an upgrade to a x.1 release.  0.x releases are throughly tested
and have gone through a LONG beta testing process.  I've not noticed and
difference in buggines/problems between x.0, x.1, x.2, etc.. releases. 
And I've used 6.0, 6.1, 6.2, 5.0, 5.1, 7.0, 7.1, 7.2, 7.3, and 8.0.

A x.0 release is usually heralded by change to a major core component
like libc5->glibc, kernel 2.2 to 2.4, a replacement installer (the
coming of anaconda for one example), etc...  So if that component has
bugs, than the x.0 release might be problematic.  The early 2.4.x
kernels and 7.0 for an example.

Those are fixed by releases of new packages that RedHat makes
constantly.
