This is an outgrowth of a couple of laws past last year, which in essence
gives the State government several methods of funding capital improvements
to communications infrastructure; either as general obligation bonds, or
as a statewide uniform fee, paid by tellecomunications cariers on the public
right-of-way used to carry cabling.

Last February, I testified at hearings conducted by the State Sentate science 
and technology committee regarding this when it was a bill in that commitee,
and attended several other sessions as well.
