Interesting.

Under  2.1, the first step in eligibility:

1. Use of a Patriot Act compliant database vetting process to gain  
initial assurance of an applicant's identity before sending the  
applicant to the Post Office for IPP.

Lets see, that would be something like CAPS II --

Personally, I am not a fan of determining eligibility based solely on  
data which is often flawed and nearly impossible to correct.
