Not exactly.  

The root server propagate time delay is only after you change or add a
new entry with your registrar.  (add a new domain, change DNS servers)

Changes that you make in the DNS server itself _can_ take as long as the
TTL (time to live) in your DNS records.  (sometimes sooner, depending if
the DNS server being used has the entry cached, or not)

I set the TTL low if I need quicker updates (like if I'm going to change
the IP of a server).  I set it longer otherwise to conserve bandwidth.

The O'Reilly DNS book is highly recommended.
