[KLUG Members] Quota on Redhat 8.0

The school I work for just recently upgraded our servers to linux boxes.
My perfered distro is slackware, but redhat was pre-installed with dell
monitoring software so whatever.

 My problem is with quotas, they don't
work. How is redhat expecting me to create the /home/quota.user and .group
files. Am I thinking in the wrong version of quota? I ran touch
/home/quota.user /home/quota.group . I have also created the quota files
using the quotacheck -c . Now edquota and quotastats run, and
it looks like I have quotas, but on bootup, and at the commandline,
quotaon -a fails with quotaon: Cannot find quota file on /home [/dev/sda6]
to turn quotas on/off.
