How are the sites connected? VPN? Leased line?

Is there any way to put all those devices that need to speak to each other in 
their own vlan? Might that permit what you're trying to do? I don't know 
specifically how to do this, but for instance, it is common to put 
infrastructure like switches in their own "management" vlan. Where I work, we 
put different types of users and devices in different vlans based on many 
factors. But all of our buildings are in the same city and connected via fiber.
