I personally like PHP.  IMO it's easier to learn than perl, and it offers a
nice selection of databases.  If you want a good "free" alternative to mssql
or oracle you can use postgres--it is just as fast as mssql (with some
tweaking).

If you want to use all free software then postgres, java, linux/apache will
work (www.sharethedrive.org).
