Do 'man mesg'.

mesg sets the g+w flag (man chmod) for your ttyX or pty/X entry:

> > [jeremy@elite jeremy]$ ls -l /dev/pts
> > crw-------    1 valm     tty      136,   0 May 29 08:59 0

jeremy has it on, below (set by the talk client) and valm above needs 
to run:

mesg y

to set his, otherwise 'talk valm' will return with a "user not 
responding" error.

> crw--w----    1 jeremy   tty      136,   1 May 29 09:00 1
