Sorry I am late on this thread, but I get the digested version.

If you want to test DNS from your Windows box, just use ping (it is the simplest way).
ping www.yahoo.com
and this should try to retrieve the address.

With the proxy disabled, you are unable to browse probably because you are not passing DNS info.
To check this on the Win9x boxes, type: WINIPCFG
On the NT boxes (Windows2000 is NT5.0, XP is 5.1 so same thing): IPCONFIG /ALL

If you don't have DNS servers listed here, then your local machines can only parse names from the lmhosts and hosts file stored locally on that PC.
Your default gateway should also be listed as the IPCop box.
