So Bill is using some kind of firewall service that prevents his server from getting pinged!! Unless of course if you ping him just when the server reboots. More than likely, the firewall will initialize after the "windows GUI" kicks in.
Try another domain like google.com and see if u get the same results- I'm thinking not.
