Were they never counseled about security?

Users are ignorant, not stupid, and that is OK.  Their expertise lies 
elsewhere.  I wouldn't automatically expect a Fireman or a Police 
officer to be able to managed a complex configuration or C++. 
Conversely, they should not expect me to be able to properly put out a 
fire or give someone a speeding ticket, etc.  INDIVIDUALS, on the other 
hand, can be just plain blind ass stupid and in my opinion stupidity is 
surely grounds for dismissal since it is also frequently grounds for 
removal from the gene pool.
