It may depend on what type of Mail Transfer Agent you're using.

With sendmail, the easiest thing would be to tar up the /var/spool/mail
directory and just untar it onto the new server.

With other agents there may be issues...

Also, if users have moved the messages into their own home directories
you'll need to remember to move those home directories, too.
