Can you ssh/telent to the server to see the output of "onstat -m"
immediatly after trying this to see if there is a message about an
unauthtorized client?

Cab you telnet to the online sevice port (1526?) on the server and get a
connection?  (Then just close the telnet client).

I think you may be confusing servername and hostname.  hostname is an IP
address/DNS name, isn't server name the instance name (as defined in
$INFORMIXDIR/etc/sqlhosts on the server, in term referencing a NETTYPE
declared in $INFORMIXDIR/etc/onconfig.1?).

Mine (Java not Windows, but what the diff has)

Hostname: barracuda
Servername: BARNET
Protocol: onsoctcp
Servicename: online
