[KLUG Members] OT: redundant file/directory structure management

This is kind of an off topic question but I thought I would mine the brain
trust in case anyone has run across anything such as what I am looking for.
I have been asked to provide a solution for file system management over a
collection of files with a specific directory and filenaming structure. The
same structure is to be used for multiple sets of files and consists of various
directories prefixed by a zero-buffered integer for sorting purposes, and a
similar list of 0-buffer-integer prefixed files of various types in each
directory.
Apparently there have been times in the past where someone has either wanted to
add an additional file/directory to each data set or to modify the name of an
existing file/directory over all of the sets.
Before I sit down and code out something by hand to do some of this, I was
wondering if there were any tools available that might do this already. I am
not platform specific and although free is always nice, I am open to any
suggestions.
