You need to make the NetBIOS client a p-node.  This can be done either
via DHCP (or at least via the ISC DHCPd server included with most every
Linux distribution, I haven't tried with any others) or by hacking in
the clients registry.  I recommend the DHCP method.  The relevant
configuration directives and some explanation is available at -

The last WINS page is blank, thats OK, there really isn't anything there
yet.  Eventually it will contain information about tweaking the actuall
behaviour of WINS (time outs, fail overs, etc...)
