I think your first step should be getting a Devil PC running (no squid).
Set a PC to boot from CDROM, have a blank/formatted floppy or USB pen
drive handy for your configuration.  Boot, login as root, run "setup". 
Configure your networking and such.  Get familiar with saving your
configuration to floppy/USB.

Then add a hard drive for your cache.  Instructions are on the web site.

Then try to get squid running.  Go though the default /etc/squid.conf
file and modify the defaults to fit your needs.  Point the cache and log
files to your hard drive, adjust the cache size, etc.  Then start squid
and see what happens.

If squid starts, try it out by configuring a web browser to use a proxy.
Check the squid logs to make sure it's really working.
