It is usually provided by a package with a name like cyrus-imapd-utils.  And it
probably off under /usr/share/... someplace.  The migration scripts are not an
"official" part of Cyrus, but are one-off hacks that earned themselves a sort of
vampiric half-life due to their sheer utility.  But they unmitigated hacks, and
no one wants you to confuse them with something the Cyrus team blesses.

Either that or you can grab copies from the KLUG FTP server.
