This is actually an advantage of certs in the everchanging computer
field.

Totally not needed. If you want to program then get a programming
degree. It is way different than building the things. But I would
never hire a programmer to manage a network. That is like totally
different than CE or being a programmer. That is a systems
management thing. You need to know bits and bytes but from a flow
point of view and then you need to know security and making for ease
of management. Network administrators and database administrators
are very similar.
If I were to develop the computer curriculum for a college I would
have a CE degree a programming degree and a networking/database
administration degree. The programming degree would teach
programming and it would teach web design. The networking and
database administration degree would also teach a bit of programming
but from a systems standpoint.
I would have everyone take basics of programming with script
writting, VB, and basic database programming. Then the programs
would specialize in the last two years.

There are way to many people that are totally clueless in IT.
