Verio in both cases.  Notably scummy network with regard to email abuse 
issues, though their track record has improved over the last 6-9 months.

Beats me.  Might try searching google.com on the single IP, and definitely 
check it in groups.google.com for usenet messages in the 
news.admin.net-abuse hierarchy.
