It might not eject if the cd is "locked" [like if the cd is mounted]. Try
going to a vt [crtl+alt+f1 or f2] and check the output of mount. Is it
mounted? If not, you could try mounting it. Does the RH installer give you
the option to install from "Already Mounted Media" "Hard Drive" or "Other
Directory".

If you have gotten that far I wouldn't think bad media would stop you from
at least /trying/.
