Nessus just calls out to nmap.

Siphon looks like it is a passive fingerprinter.

Exactly the same.

I'm going to see if there is some way to accomplish this via RPC or
SNMP.  I know commerical products like this exist.  Ultimately what I
want to do is update/create a description entry in the Device object
that contains the operating-system/release-level;  mainly for the
auditor people.  Anything to avoid actually having to pay someone to "go
look".
