You'd need to provide more info.  Like what you mean by "dump file". 
MySQL, or any RDBMS really, provides mechanisms for importing delimited
files, or you can transform XML files.  But if your talking about a
'dump' make with the Oracle tools (like Informix provides: ontape,
tbunload, etc...) then I'm pretty sure your up the creek.  These types
of tool usually unload to binary pages (base64 encoded on disk, if your
lucky, but the data format is RDBMS specific).
