Very strange.

1. If WINS is enabled and you are the correct node-type (browseing
disabled) then non-qualified names should try WINS first.
2. If the DNS suffix of a FQDN matches the domain for a specified
connection it should try the DNS servers specified in that connection
first.  (Actually this is rather nicer than how Linux works, assuming of
course, that it does work).

Are you using NAT or proxy-arp?
