[KLUG Members] Valid URL won't work

I've got a valid URL that I've copied from a page when it's open
(www.fetzer.org/PDF/Fetzer_Programs.pdf) (Fetzer_Programs, with the
underscore), yet when I try to access that page I get a failure ("The page
cannot be found.").  I need to go to a parent page a click a link to reach
this page.

Is this a fluke or is there something standard about certain kinds of pages
that causes this?
