No, unfortunately it confirmed what I was thinking but didn't say.
You screwed up the URL!!! ;-)
You said it below: www.fetzer.org/PDF/Fetzer_Programs.pdf
The URL is really: www.fetzer.org/PDF/Fetzer_Program.pdf
Notice the word "Program" does NOT end in a "s" like you said.
The URL without the "s" works fine.
