As others have said, on Linux you can't beat either Quanta or Bluefish. 
I tend to use Quanta more on Linux, but that's just me.

On Mac, nothing beats BBEdit. I like it better than the Linux offerings 
in fact. You have to pay for it, but it serves me not only as a Web 
tool, but a general scripting environment.
