AFAIK they both use a wrapper around sudo (guessing, as I never use KDE);  so it
is just a matter of how sude is configured - so it is probably a distro specific
thing.

I don't think the gnome/mac - kde/windows correlation is really all that true. 
I think gnome/corporate - kde/enlightenment is nearer to the truth.  If anyone
remembers when enlightenment was a big thing.
