[KLUG Members] rsync problem? Or not my problem?

Can anyone :

rsync -z --partial --progress 
rsync://ftp.uni-kl.de/knoppix-dvd/KNOPPIX_V4.0DVD-2005-08-16-EN.iso ./

( or just plain "rsync 
rsync://ftp.uni-kl.de/knoppix-dvd/KNOPPIX_V4.0DVD-2005-08-16-EN.iso ./" 
for all that matters...)

I'm new to rsync, but I don't think any of the options used are my 
problem.  It was going great this morning, then it stalled -- couldn't 
pick up where it left off.  And now this is all I get:

rsync: failed to connect to ftp.uni-kl.de: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(98)

(when sniffed it looks like SYN>rsync from my client to the rsync 
server, and then an abrupt RST,ACK from the rsync server)

Is the server overloaded?  Blocked?  Just curious to check the new bits.
