I don't really see what about such a setup is distribution specific, but
OK.  Do you have a URL to this documentation.

From what I see below there is no point for this extra entry.

And the use of "printer admin" is deprecated.  You should add the
SePrintOperatorPrivilege privilege to users who should be print
administrations,  you can also add and revoke rights to a printer using
the printers security tab.

It doesn't seem like you should.  At most you just have to compile the
vscan module.
