[KLUG Members] Prevent a module from loading

I have a rh9 machine and want to prevent the st module from loading.
This is because we are using novanet backup software and they are saying
to make sure the module does not load.  I can modprobe -r st no problem
but this will not prevent it from loading in the first place or
reloading later.
