Jeremy,
have you tried to have your user run vncserver with the -alwaysshared switch...
vncserver -alwaysshared ?
I use this with users all the time with no problems...
also, make sure you vncserver -kill hostname:desktop for tidy cleanup
or you will open lots of sessions...
