"working properly" in what sense?  Mathmatically?  There are so many
aspects to 'correct' operation of modern CPU that it is bewildering to
even begin to define such a concept.

I wouldn't be suprised if Intel had some testing suite, they make allot
of such stuff available - but this is going to be CPU model/stepping
specific, it would almost have to come from them.

If the CPU is an AMD, then I think clearly the answer is no, it isn't
working properly because they never have.

If the CPU is a PowerPC then of course it is working correctly,  PowerPC
chips never go wrong.

Memtest might actually be a not terrible CPU test, at least of the MMU
and cache coherency parts (although a multithreaded memtest would be
better).
