[KLUG Members] Bandwidth Shaping Help

I am having a 256Kbps leased line. I am havigng 30 users behind my squid
proxy server. I want to control my bandwidth for 2 groups of users. One
group (A)  with 25 users should be restricted with 128Kbps and must not go
beyond this. The rest 5 users (group B) will be using the remainaing 128Kbps
bandwidth and can also be able to use the bandwidth from the group A.

I tried with cbq, it is only allowing me to set the rule for single IP
address as source IP. I want to have some thing like I can specify the range
of source IP address like 192.168.100.20 - 192.168.100.55 to use only the
128Kbps and 192.168.100.60 - 65 to use the rest 128Kbps.
