I was thinking Microsoft already had an XML save option for their Office
files, and, yes, had screwed it up, or screwed users over. This looks
like a good reference:

It discusses Microsoft's promises of XML in Office 2002, which
ultimately got fragmented, and largely pulled out of the Standard
Edition. Full (or nearly full) support was only available with the
Professional edition and up. Another good article on the subject affirms

I knew I'd read some noise on the subject before. For what it's worth,
I've saved MS Project, uh... projects in XML form. Good for filling up
all that extra disk space you never thought you'd have a use for.
