I haven't done a SuSE 9.3 install, but I'll take a stab at this.

My guess from the guy who said you have to download the entire FTP tree
is that the FTP installer only does active mode FTP and his firewall
only supports passive (PASV) mode FTP.

Tony, does your firewall support active mode FTP?
