As previously said, copying files from DVD to CD(s) is easy, it works
pretty much like any other media.

Creating a _bootable_ CD to install a Linux/BSD distro is another story,
you'll have to find out what options were used when the the original
CD/DVD ISO image was created (mkisofs options).

Making the install work is a third story. The DVD installer is probably
expecting to find all the files on the same disk, so I doubt it'll pause
and ask you to swap CD's since the installer is for a DVD. But of
course it depends if the installer was written to sense such things.
And how does the installer know what CD contains which files?

Sorry I can't be any more help. Good luck! :-)
(or save yourself a LOT of time and buy the CD's or a DVD drive)
