> Any idea what dir it can't make or where to look?

df  #  are any of your partitions full?

rpm -q rpm   # see if the correct version is installed.
rpm -V rpm   # check if the RPM is installed correctly.

rpm -Uvh --force rpm-4.1.1-208.2.i586.rpm  # reinstall
