Depends on the policy, if it is reject or drop.  Reject creates an ICMP
'nope, nada, nyet' reply packet which will produce a more-or-less
meaningful message on the originator, whereas Drop creates a howling
abyss into which errant packets are mercilessly hurled - resulting in a
"no response".
