Something like that would be a fallback solution.  It scans the log
(the whole log? why not tail the last thousand lines?) and
permanently appends offenders to hosts.deny (what if I'm editing
that file at the time and I save over it? what's the performance
impact when my hosts.deny file grows to 100,000 lines? will I really
want to ban random DSL dialup IPs that got temporarily 0wned by a
spammer, five years later?).
