We've run into this problem on our print server, back in the 2.2.x days.
More than 128 concurrent print jobs would jigger the thing.  I just
changed this value to 254 and recompiled the package.  I haven't made
any changes to 3.0.x and haven't ever seen the problem again.  Usually
with idling out connections you would never see this, even on a large
and busy network.
