I'm guessing DoS, or they don't have enough resources to handle their
normal traffic plus spam, because emails usually get through eventually.

My users are complaining about the message that comes 4 hours after it
starts, telling them it will keep retrying for 5 days.  They don't read
the message ("it contains numbers and stuff!") and think it's a bounce.
Then they are confused when the recipient actually gets the email.  :-)
