Oracle was started, it had actually shut down, and running fine.
Apache and more specifically Tomcat wouldn't run.

All is well now. I got pulled away from this and when I checked a
couple hours later it was at 56% utilization. Somewhere along the way
it refreshed. Maybe the dba bounced Oracle again. I'll have to ask
him. I would have liked to have solved this so I knew what to do in
the future, but I have some things to try now.
