It sounds like Netzero's "3G".  It makes surfing quite
fast.  What they do is basically compress all images
on the fly and then send you the compressed version. 
It allows you to right click any image and tell it to
show in full quality or all images in full quality.  I
use the Netzero at home because I rarely get better
than a 26.4 connection.

Big speed up for general surfing, but no change in
download speed at all.
