When you "re-save"(ie edited the picture) the file is recompressed to 
jpeg standards.  Compression of compression = bad.  If you are going to 
edit a jpeg, first save the file as a TIF and edit the file as a TIF. 
TIF does not recompress the file and if you need a jpeg of the edited 
ile, export the TIF as a jpeg
