Not yet.  The Cable modem doesn't have a static address?

Ah, I see the problem.  Inside the router is (a group of one or more)
private addresses?

Will he even need the VoIP if he's out of town?

Does the VoIP router help in receiving calls or just in dialing out?

Can you put the firewall between the cable modem and the router?

I think there's another way.  But I'd look into the normal way first. 
Can you put the firewall between the cable modem and the router or
eliminate the router while he's out of town?
