Don't bother running that old of a Samba build at this point. Get up to the
current build, check the official Samba docs... specifically there is a
smb.conf parm to turn on the "net rpc rights" stuff. A lot has been cleaned up
per build lately, current few have been quite stable, just do the right thing
and run current binaries in this case.
