[KLUG Members] email question

I use evolution. I got an email from someone and the from field read:
First Last <decoy at hisdomain.ext>
This seemed a bit wierd to me as that must not really be his email
address. I change the view to email source and sure enough that is what
the plain test header showed for the from and reply to fields.
I clicked reply and fired one off. He got it and replied back.
It is a government site, what could his agency be doing to route the
email? I suspect all the users have the same decoy@ email and that it is
meant to prevent spam.
It seems like a great idea.
