The router is the DHCP server. Would it be better for the samba server
to do this? I favor the router because it's a one-stop-shop but if the
samba server would be a be better place and have more necessary
features...
Samba know that netbios is running but I don't see anything about
netbios on the router DHCP.

I can ping by IP but not by names. Nbtstat does exist on Win98. I can
do an nbtstat on the win98 box but not on any others.
