I also found it impossible to use the keyserver Dirk mentioned.  I could
neither retrieve keys nor place keys on it.  It was as if that server
was overwhelmed with traffic and I could only get partway through the
process.

When I saw that the url was "....pgp.net" I realized both pgp and gpg
use the same keyservers.  I have a Windows-based version of PGP and
looked up it's keyservers and saw that they have a peering relationship
sharing keys.

So, I dialed up another one 

x-hkp://pgpkeys.mit.edu:11371

and got Dirk's key and uploaded my own.

That's the one now in my gpg.conf.
