Nope.

It does indeed.  Let me know if you give it a try;  currently I just use
the stock tools provided by SuSe via yast but they don't really induce
warm fuzzy feelings.  And alternatives like apt (or apt4rpm) are way too
hackish.

One question;  why can't any of these systems implement server
auto-location?  And save me from (a) finding a server that works and
isn't DOG slow and (b) automatically bumping me from dead servers to new
ones.  Just publish information in DNS SRV records or encoded in DNS TXT
records - it would make these types of systems way less of a pain to
use.  Personally,  I still find the easiest solution to often be just
downloading the RPMS.
